Rose Mukhar

Founder, Executive Director, and Principal Attorney

Rose is a social justice, human rights and crime victims' rights attorney with experience in cases involving children, women, refugees, and survivors of domestic violence, torture, and human trafficking. Her probono practice specialized in providing direct legal services to trafficked survivors, including immigration relief, legal advocacy of crime victim’s rights, expungement of criminal records, divorce, custody and restraining orders. Modeled after her probono practice, Rose created Justice At Last to expand the legal services and outreach she provides. Rose is inspired and driven by the strength, courage and grace of her clients.

Rose earned an LL.M. degree in International Legal Studies, with a focus on human rights, and her J.D. from Golden Gate University School of Law in San Francisco, and spent the summer of 2012 studying the prosecution of war criminals and war crimes involving child combatants in The Hague, Netherlands, through American University, Washington College of Law. It was during her graduate law studies that Rose realized that child soldiering is a form of human trafficking during armed conflicts and this inspired her to serve survivors of all forms of human trafficking and in particular with commercially sexually exploited children (CSEC) and children that are labor trafficked.

Rose also earned an M.A. in International Relations from the United States International University, and an B.A. in Political Science from Wellesley College.

 

Carolyn kim

Managing Attorney

Carolyn is the Managing Attorney at Justice At Last. Before joining Justice At Last, Carolyn was the senior attorney and program manager of the Coalition to Abolish Slavery & Trafficking national training and technical assistance program providing comprehensive support to services providers working with trafficking survivors.

Before joining CAST, Carolyn was a staff attorney at Bay Area Legal Aid located in Richmond, CA where she represented survivors of domestic violence, sexual assault, and human trafficking in their immigration and family law matters. Carolyn also worked as a family law attorney at Asian Pacific Islander Legal Outreach in Oakland, CA prior to joining Bay Area Legal Aid. Carolyn graduated from Santa Clara University School of Law and the University of California, Berkeley.

Client Advocate Program Manager

As the Client Advocate Program Manager, Sue oversees Justice At Last’s client advocacy program which provides critical emergency crisis management and trauma-informed support services to survivors of human trafficking. Sue works closely with the legal team to coordinate advocacy, legal, and training project strategies in order to align Justice At Last’s mission to the direct services provided to survivors of human trafficking. Sue has a M.A. in Women and Gender Studies from San Francisco State University and brings with her over five years of experience working first as a volunteer to become the Director of Recruitment and Training at San Francisco Women Against Rape providing direct services to survivors of sexual assault. She has a deep understanding of providing comprehensive and compassionate case management, comprehensive advocacy, community-based resource referrals, crisis intervention, as well as a commitment to empowering survivors discover their inner strengths to achieve self-sufficiency.

 

TATIANA GUARDADO

Client Advocate

As the Justice At Last Client Advocate, Tatiana serves an essential role in providing critical emergency crisis management and trauma-informed support services to survivors of human trafficking including on-going safety planning, as well as coordination between legal services and third-party, long-term social services case managers. Tatiana will work in tandem with attorneys to provide holistic trauma-informed support to our clients receiving interdisciplinary representation, removing barriers in accessing justice for trafficked persons. Tatiana is passionate about social justice and giving back to her community. She  graduated from UC Santa Cruz with a B.A. in Sociology and Latin American and Latinx Studies. Throughout her undergraduate experience, she worked at a variety of non-profit organizations, serving marginalized communities. Most recently, she worked as an Anti-Human Trafficking Advocate where she directly supported survivors by providing them with emotional support, accompaniment, and helped them navigate and receive relevant resources in Santa Clara County. 

 

CHLOE RAMOS CZABARANEK

Staff Attorney

Chloe is a Staff Attorney at Justice At Last. As an active member for the Filipinx community, Chloe serves on the 2021 Filipino Board Association of Northern California (FBANC) as Legal Clinics Director. Throughout her law school career, Chloe earned the Witkin Award for Academic Excellence for Legal Research and Writing, Asian Pacific American Bar Association of Silicon Valley’s Achievement Scholarships, Asian American Bar Association’s Raymond Ocampo Scholarship, FBANC’s Inaugural Hon. Quidachay Scholarship, Women Lawyers of Alameda County’s Margaret A. Gannon Legal Education Stipend, and Santa Clara Law’s Public Interest and Social Justice Law Scholar. 

Chloe was a Removal Defense Extern at Pangea Legal Services and represented clients as Student Counsel arguing at the SF EOIR and the Ninth Circuit Court of Appeals, the Katharine and George Alexander Community Law Center, and the Ninth Circuit Immigration Appellate Clinic respectively.  Prior to law school, Chloe was a labor union organizer at SEIU 2015 and organized nursing homes and agencies to win their NLRB elections throughout CA.  Chloe graduated from Santa Clara University School of Law with a J.D. and a Public Interest Immigration Asylum Certificate, and Cal Poly San Luis Obispo with a B.A. in Political Science and Minor in Music. 

 

NORAH CUNNINGHAM

Staff Attorney

Norah is a Staff Attorney at Justice At Last. She has worked on issues related to immigration, affordable housing, and workers’ rights through advocacy with California Rural Legal Assistance, Inc., ACLU Immigrants’ Rights Project, Homeless Advocacy Project, National Housing Law Project, and USF Law’s Immigration Policy Clinic.

Norah recently graduated magna cum laude from University of San Francisco School of Law with a Public Interest Law Certification, where she served as the Secretary and Community Chair for the Student Immigration Law Association, worked as the Managing Editor for the USF Law Review, received a Public Interest Law Foundation grant, and earned a Gold Pro Bono Award. Prior to law school, Norah graduated from UC Santa Cruz with a B.A. in Community Studies and Sociology.

 

EMILA SHELTON

Legal Fellow

Emilia Shelton is a Legal Fellow at Justice At Last. In law school, Emilia worked on issues related to sexual harm and immigration with the Center for Gender & Refugee Studies, the San Francisco Human Rights Commission, Bay Area Legal Aid, Hastings’ Refugee & Human Rights Clinic and Hastings’ Community Group Advocacy & Social Change Lawyering Clinic. Prior to law school, Emilia served with the AmeriCorps program City Year on the Eastside of San José. Emilia graduated from the University of California, Hastings College of the Law and Loyola Marymount University.

Administrative Assistant

Kerete is the Administrative Assistant at Justice At Last. She was first exposed to sex trafficking when she moved to the Bay Area. Noticing the need of her community she desired to join the fight to end human trafficking.

Kerete recently graduated from Florida Atlantic University with a Bachelor of Arts in History and a Bachelor of Arts in Political Science. She gained experience lobbying on the behalf of her alma mater. Her interests consist of history, criminal justice reform, and immigration law. Kerete aspires to become a district attorney.
